Billy Shui ????????? (born 1986) was the internal vice-president (???????????????) of Hong Kong Secondary Students Union on 2005. After the resignation of Ian Leung as president, he became the acting head (????????????) of the union until the end of the term. He is now student of the Wah Yan College, Hong Kong.
